As a new labor union has been recently formed at POSCO and the incumbent enterprise-based labor union is gearing up for its activities after a long period of de facto dormant state, confusion is growing fast at the workplace due to union organizing activities of the two labor unions and responses from the management.

The Korean Metal Workers' Union(KMWU) filed a complaint with the Seoul Central District Prosecutor's Office against 29 POSCO managers including Chief Executive Officer Choi Jeong-woo, accusing that "The management has been conspicuously intensifying unfair labor practices during the period before and after the formation of KMWU's POSCO Local Union."

The Emergency Measure Committee of the incumbent POSCO Labor Union also called on POSCO to halt its control on or intervention in the labor union activities and has been strengthening the activities to increase the union membership.

The Korean Metal Workers' Union(KMWU) and Rep. Song Ok-joo of the ruling Democratic Party and Rep. Lee Jeong-mi of the minor opposition Justice Party jointly held a press briefing at the press room of the National Assembly on October 23 and called on "POSCO to stop unfair labor practice in the manner that it supports the enterprise labor union while suppressing the KMWU's local union."

A new POSCO labor union held a congress on September 16 and decided its affiliation to the Korean Metal Workers' Union(KMWU). Suspicions about the company's unfair labor practice were raised when the POSCO Union Local revealed e-mails sent by the managers, workers' testimonies and SNS texts.

The incumbent POSCO Labor Union expressed its displeasure, as they have been mentioned in the allegation of unfair labor practice. The POSCO Labor Union called on "POSCO to immediately halt its control on or intervention in the labor union activities and the Ministry of Employment and Labor to conduct a special labor inspection," adding that "The Emergency Measure Committee will get rid of all the past faults and make a full commitment to the building of a renewed labor union only for the sake of union members."

The Emergency Measure Committee plans to hold a congress on November 6 to elect a new leadership of the POSCO Labor Union. According to the Federation of Korean Metalworkers' Trade Unions(FKMTU), the membership of the POSCO Labor Union is growing fast to reach about 4,000 members.
