Rep. Hong Young-pyo of the ruling Democratic Party of Korea who currently chairs the Environment and Labor Committee of the National Assembly made bold remarks in relation to the labor policies of the Moon Jae-in administration

Rep. Hong explained the backdrop of his remarks to seek the balance between labor and business and warn of the egoism of trade unions of big companies and public institutions. However, there are concerns that part of his remarks collides with the purposes of the labor-related laws and court ruling cases, along with the criticism that his remarks are leaning toward the stance of the business circle.

According to the the labor circle, they are planning to make a protest visit to Rep, Hong on November 7. Rep. Hong made comments at a meeting of the employment and labor committee of the Korea Chamber of Commerce and Industry(KCCI)on October 25 that he opposed the double premium system for holiday and extended works(100% of ordinary wage plus 50% of extended work allowance and 50% of holiday work allowance). He argued that 50 percent should be deducted to make it 150 percent. He also expressed his opinion to expand the scope of wages included in the minimum wage. These are pending labor issues that the labor circle opposes.

It seems that the latest remarks reversed his previous stance. In July last year, Rep. Hong made clear in the proposed amendment bill for the Labor Standard Act that included the holiday work as the extended work and the double premium system for the holiday work.

In the telephone conversation with the Korea Daily Labor News, Rep. Hong explained that "The amendment bill of the Labor Standards Act was based on the condition that the weekly maximum work-hour shall be set to 60 hours," and said that "If the weekly 52-hour work limit is to be applied, a concession in the double premium system may be a way forward." He also said, "In order for the National Assembly to make the passage of the amendment bill for the reduction of working hours, it is obliged to strike a balance between labor and business, and a point that the high premium may still induce the long working hours should be taken into account."

Another remark made by Rep. Hong in the parliamentary audit of the Economic and Social Development Tripartite Commission on October 18 also stirs controversy. He expressed his regrets in the audit session that "the labor circle put forward conditions for the resumption of social dialogue by requesting the participation of President Moon Jae-in(proposed by the Federation of Korean Trade Unions) in the social dialogue and five demands(proposed by the Korean Confederation of Trade Unions) to deal with."

Rep. Hong spoke up that "The balanced approach of the Economic and Social Development Tripartite Commission will lead to the dialogue and compromise," and asked the cooperation and sacrifices of trade unions as social and economic actors to address the problem of irregular workers, overcoming the egoism of trade unions of big companies and public institutions.
