The Seoul Metropolitan Government released its survey result on the working conditions of the freelance workers which had been conducted through the interviews targeting 1,000 freelancers aged between 25 to 55 for the duration of three months from February this year.

According to the survey result, the monthly average income of freelance workers in Seoul amounted to a mere 1.529,000 won(US$1,428) which is far short of the monthly living wage set by the Seoul Metropolitan Government(1,760,000 won) and even lower than the monthly national minimum wage for 2018(1,570,000).

Freelance workers who earn more than 1 million won(US$934) but less than 2 million won(US$1,868) per month are the largest group(39%), followed by the income group earning more than 500,000 won(US$467) but less than 1 million won(US$934) per month(32.6%), and the income group earning more than 2,000,000 won(US$1,868) but less than 3 million won(US$2,802) per month(15.5%), and the income group earning more than 3,000,000 won(US$2,802) but less than 4 million won(US$3,735) per month(7%), and those who earn more than 4 million won(US$3,735) per month was the lowest(5.8%).

The standards to set the wages are not established. 24.4% of the respondents replied that the wages were decided by 'business practices' and only 1 %of them said that they were using the national minimum wage as the wage standard.

23.9% of freelance workers experienced overdue wages, and 44.2% of them did not make written contracts and 19.9% have never received any contracts in writing.

15.1% experienced unilateral contract terminations and 60.9% of them said that they did not any notice in advance.

Freelance workers are found to be in need of the protection policies like 'assistance for legal and tax consultation and damage relief' and 'strengthened monitoring on unfair treatment and human rights violation'.
