Leading presidential candidate Moon Jae-in of the main opposition Democratic Party of Korea and the Federation of Korean Trade Unions(FKTU) held the policy solidarity pact and confirmed their joint commitment to the victory of the upcoming presidential election on May 9 and the realization of values respecting labor.

In return for FKTU's organizational support to his presidential race victory, Moon Jae-in promised to abrogate the government's controversial guideline on the rules of employment, to raise the minimum wage, to reduce the working hours, to establish the chamber of labor, to realize the economic democracy, to create good jobs in public sector, to fully guarantee basic labor rights, to regulate direct employment for the safety-related businesses, to phase down the use of contingent employment and to resolve the discrimination between regular and contingent workers.

FKTU set up an ad-hoc body called "Labor Hope Office" to organizationally support Moon Jae-in's election campaign.
