The managing director of the LGU+ Bundang Service Center in September 2015 covertly offered six unionized contingent workers to make an outsourced (self-employed) technician contract with cash amounting 2.5 million won(US$2,100) each, if they would withdraw their union membership.

Four of them actually accepted the offer and became outsourced installation technicians after having withdrawing their union membership.

The managing director was summarily indicted by the Seongnam Prosecution local office and fined with 2 million won(US$1,690) in violation of the Trade Union and Labor Relations Adjustment Act.

This is the way how the communication and cable television companies increase the outsourced technicians so as to avoid the direct employment of technicians and their union activities.
