▲ Unionization rate and membership trend

The number of unionized workers reached a record high, exceeding 2 million members since the establishment of the government. The unionization rate has also risen to 10.7 percent, the highest after its rate in 2008. The membership increase of the Korean Confederation of Trade Unions(KCTU) stood out.

According to the ‘2017 Unionization Updates of National Labor Union Organizations’ released by the Ministry of Employment and Labor(MOEL) on December 20, the number of unionized workers increased to 2,088,000 members, up by 121,000 members or 6.2 percent from 1,966,000 members in the previous year.

Since the number of unionized workers reached the peak totaling 1,932,000 members in 1989, it began to decrease. The union membership rebounded to 1,938,000 in 2015, but it is the first time that the union membership exceeded 2 million.

The total number of eligible wage workers who are allowed to join the labor unions, excluding those who are prohibited from the labor union activities such as civil servants with Grade 5 or higher, soldiers, police, school principals and assistant principals, increased to 19,565,000 workers, up by 393,000 workers or 2.0 percent from a total of 19,172,000 workers in 2016. The unionization rate was 10.7 percent - the second highest rate following 10.8 percent in 2007, which is an upturn from the steady decline seen for a decade.

A related MOEL official said that “even though the total number of wage workers eligible for labor union activities has increased, the increase of the union membership was even higher to push up the unionization rate.”

This year’s updates only included 34,000 members of the Korean Government Employees Union(KGEU) by excluding about 47,000 members of its legally unrecognized affiliates from the claimed membership of about 90,000. When 47,000 union members are included, the total number of unionized workers will reach 2,135,000 members with the unionization rate of 10.9 percent.

The union membership of the Korean Teachers and Education Workers(KTU), which also lost its legal recognition for the reason that KTU has enrolled the dismissed teachers as its union members, was not included in the data either. The KTU membership is estimated to reach about 50,000. When the KTU membership is added, the number further increases to 2,185,000 with the unionization rate of 11.2 percent.

The membership of the Federation of Korean Trade Unions(FKTU) was 872,000, the largest among the national trade union centers with the share of 41.8 percent. The membership of the Korean Confederation of Trade Unions(KCTU) reached 711,000 with the share of 34.0 per cent. Two other minor national labor unions represented 1.6 percent(32,000 members) and 1.2 percent(25,000 members) respectively.

FKTU’s membership has risen by 31,000 members or 3.7 percent, whereas KCTU’s membership has increased by 62,000 members or 9.6 percent in 2017. When KGEU’s additional membership of 47,000 is included in the next year’s data, the membership difference between FKTU and KCTU is anticipated to further narrow down.

It seems the labor union membership increase is not unrelated to the change of government. When the Moon Jae-in government launched with a policy platform for a society where labor is respected in May last year, it seemed to have brought about changes in the awareness towards the labor unions. Kwak Sang-shin, research director of the Work-In Research Institute, said that “the unionization rate has not soared much, but it still meant a lot that the union membership exceeded 2 million.“ “There are high expectations that the change of political climate will develop in favor of labor union activities, and nowadays workers are inclined to join a labor union at the trans-enterprise level to forming an enterprise-based labor union, because the former is much easier.“ The membership of trans-enterprise labor unions reached 1,181,000 with the share of 56.6 percent last year which has been steady maintaining the ratio between 55 to 56 percent since 2011.
