 The budget for the Ministry of Employment and Labor(MOEL) for next year approved by the National Assembly was reduced from the government's 27 trillion and 122.4 billion won proposal to 26 trillion and 716.3 billion won, cut back by over 400 billion won, but the figure has increased by 2 trillion and 913 billion won or 12.2 percent from this year. The major cut in the government's budget proposal was made on the area of employment which was designed to maintain and create jobs.

 

According to the MOEL on December 9, the National Assembly at dawn of December 8 passed a budget bill of 26 trillion and 716.3 billion won for the MOEL, with the budget expenditure of 6 trillion and 984.5 billion won and the fund expenditure of 19 trillion and 731.8 billion won , which was reduced by 406.1 billion won from the government's proposal of 27 trillion and 122.4 billion won. 131.5 billion won in the budget expenditure and 274.6 billion won in the fund expenditure were cut respectively for the next year's budget for the MOEL.

 

The MOEL has allocated about 60 percent of its budget for next year to the area of employment, which aimed to help the jobseekers find jobs and maintain their landed jobs longer. During the parliamentary budget deliberation, however, cuts were made in the three-stage youth job package program such as additional youth hiring subsidies for SMEs, matching-fund to promote the youth to stay longer at SMEs, and allowances for the youth jobseekers with 40 billion won reduction each respectively.

 

The budget proposal to assist small and medium sized enterprises for their additional youth hiring with the subsidy of 9 million won per year for three consecutive years was approved with the reduced budget allocation of 674.5 billion from the proposed 714.5 billion won, cut by 40 billion won. The budget for matching-fund to help the youth stay at SME jobs longer and make savings was approved with the reduced allocation of 997.1 billion won from the proposed 1 trillion and 374 billion won, down by 40.3 billion won. The budget for the allowances targeting 100,000 youth jobseekers was approved with the reduced allocation of 158.2 billion won from the proposed 201.9 billion won, slashed by 43.7 billion won with the readjusted target number of 80,000 beneficiaries. The youth allowances will be provided to the jobseekers who had graduated from the school less than 2 years ago with an amount of 500,000 won(US$445) for 6 months. Currently, the Seoul city government and Seongnam city government are implementing the youth allowance system.

 

The budget for unemployment insurance was approved with the allocation of 7 trillion and 182.8 billion won from the proposed 7 trillion and 409.3 billion won, down by 226.5 billion won, due to the postponement of the implementation of changed level of benefits and its duration effective from July next year, not from January. The budget allocation for the unemployment benefits for the self-employed was reduced to 4.1 billion won from the proposed 4.9 billion won, down by 800 million won. The project to address the blind spots in social insurances was approved with the budget allocation of 1 trillion and 341.9 billion won from the proposed 1 trillion and 356.2 billion won, down by 14.3 billion won.

 

The government made a budget proposal for the successful employment package program with 412.2 billion won, but the National Assembly approved the budget allocation of 371 billion won. The budget for the Korea Social Enterprise Promotion Agency was 54.3 billion won, reduced by 6.6 billion won from the proposal, and the budget for the vocational ability development for the dismissed was reduced to 88.9 billion won from the proposal, down by 6 billion won.

In regard to the budget for the labor costs of the government local offices, the proposed budget of 357.1 billion was reduced to 353.4 billion won, down by 3.7 billion won. As a result, the plan to recruit 535 new labor inspectors next year was revised to 413.
