At dawn of May 19, 2011, thugs hired by Yoosung Enterprise rammed their cars into the workers. 13 workers were hit by the cars and were bleeding. These workers were staging a walkout to call for the implementation of an agreed two day-shift system starting the day before. On June 22 in the same year, 22 striking workers were sent to the hospital after they were attacked by hired thugs with the stones and iron pipes. The incident occurred just a few days after the court dismissed the arrest warrant requested by the prosecutors for hit-and-run charges against the perpetrators. The driver who hit the workers was not arrested and none of hired thugs who attacked the workers were punished.

In recent, an incident took place that some unionized workers at Yoosung Enterprise used violence against a company's executive. Conservative voices in the media criticize the incident day in and day out, and the chairman of the ruling party, not to mention the conservative opposition parties, got on the band wagon, insisting 'zero tolerance'. The police set up three special teams for the incident and heralded a strict investigation. Its approach is strikingly different from the one in the past.

Even though the two incidents occurred separately with the time gap of 8 years and the police is approaching differently this time, the root cause of the incidents is not so significantly different. The court made a verdict that Yoosung Enterprise committed unfair labor practices, and Yoosung chairman Ryu Shi-young was released from the prison after completing his prison sentence. However, the labor relations at Yoosung showed no signs of improvement. On the contrary, Yoosung demanded changes in the collective agreement, which would effectively allow the management to dismiss the workers freely, in a recently resumed collective bargaining, albeit reluctantly, between Yoosung and its labor union affiliated to the Korean Metal Workers' Union(KMWU). When the workers rejected the company's demand, Yoosung has been refusing to sit at the bargaining table ever since. This caused the incident of violence this time.

The Labor Today looked into what is happening at Yoosung Enterprise:

According to the KMWU's Yoosung union local on November 29, Yoosung Enterprise is currently demanding them to accept the collective agreement reached with a second labor union(a new company-based labor union). The court ruled in October last year that the formation of an enterprise-based labor union at Yoosung is invalid, citing the lack of independence. Since then another new enterprise-based labor union was formed, and most of union members belonged to the defunct labor union moved to join the new labor union.

KMWU's Yoosung union local went on a strike on October 15 this year and has been staging a sit-in ever since then, occupying Yoosung's Seoul office in Gangnam district, Seoul. KMWU's Yoosung union local and the management sat at the bargaining table three times for the wages and collective agreement starting February this year. KMWU's Yoosung union local suspended the negotiation with the management, when they found 'five union-busting perpetrators' such as plant managers of Asan Plant and Yeongdong Plant were representing the management at the bargaining table. KMWU's Yoosung union local demanded the participation of Yoosung chairman Ryu Shi-young, occupying the Yoosung Seoul office. Through the mediation of the Ministry of Employment and Labor, Yoosung Enterprise CEO Ryu Hyun-seok, the son of Yoosung chairman Ryu Shi-young, attended at the first meeting for the negotiation with the KMWU's Yoosung union local on October 29.

Yoosung and KMWU's Yoosung union local agreed the bargaining agenda to discuss wages, collective agreement, dissolution of the enterprise-based labor union and punishment for those responsible (for weakening the labor union). The second negotiation was held on November 9.

Yoosung demanded KMWU's Yoosung union local to accept the collective agreement which they had reached with the new enterprise-based labor union at the second round of the negotiation. The collective agreement concerned has a content granting the company the right to dismiss the workers at its discretion. The disciplinary committee at Yoosung comprises 10 members, five members each representing the labor and management. The decision will be made with the 2/3 majority and it is still recognized as the normative effect at work, although at the moment the collective agreement has been terminated.

However, Yoosung and the new labor union reached a collective agreement which contains the clause that with the support of 5 members of the disciplinary committee the decision will be made. In case of a tie, the committee chair will make the final decision. According to the collective agreement, a member representing the management will chair the disciplinary committee.

When KMWU's Yoosung union local refused to accept the management's demand, Yoosung shut down all channels for the negotiation. Yoosung applied for an injunction against KMWU's Yoosung union local to ban the labor union's entry to the Yoosung Seoul office and filed a complaint with the prosecution against KMWU's Yoosung union local for occupying private property without permission.

On November 22, some union members of KMWU's Yoosung union local demanded the resumption of the negotiation when they happened to encounter a vice-president with the surname of Kim on the second floor of the Yoosung main office headquartered in the city of Asan, South Chungcheong Province, who was nicknamed as a 'union-busting mercenary', since he was recruited by Yoosung Enterprise from October 2014, moving from Doosan Infracore. He was believed to have played a leading role in filing about 1,300 lawsuits and complaints against the KMWU's Yoosung union local and its members. According to Yoosung Enterprise, Kim was wounded in need of a 12-week medical treatment by the assaults of the unionized workers in the process of their protest to Kim.
