During the recent week, a couple of incidents undocumented foreign nationals sneaked away from the Incheon North Port took place. Critics say it happened due to the poor working conditions and manpower shortage of the port security guards. The security guards assigned for the security task of 14 outer ports of Incheon Port are fixed-term contract workers compensated with the minimum wage. The reduction of working hours without the increase of manpower that had started from July this year caused the wage cuts and stronger labor intensity. Many security guards quit their jobs and the number kept on increasing to reach about 100 people during the period between January to September.

The Incheon Port Security Local Union of the Korean Public Service and Transport Workers' Union held a press briefing in front of the National Assembly on October 29, insisting that "The incidents had been foreseen beforehand due to a new work shift system unilaterally changed by the company without the increase of manpower and the wage cuts." The union expressed its concern that "As long as the poor treatment facing the low-wage contingent security guards persists without any improvement, incidents at the national port security can happen again."

A Chinese seaman and another Vietnamese seaman both of whom were undocumented slipped away, unchecked by the security screening at Incheon Port on October 22 and 28 respectively. Normally a team of three security workers(one for security screening, one for CCTV monitoring and another one for patrolling) works at the exit door of the pier, but when the incidents happened, only two security guards were at work due to the manpower shortage. The union claimed that "The Ministry of Oceans and Fisheries as the executive branch of government in charge of the port security and the Incheon Port Authority as the prime contractor for the task should take responsibility for the incidents."

Incheon Port Security is a subsidiary to the Incheon Port Authority which is a public institution affiliated to the Ministry of Ocean and Fisheries. Incheon Port Security was established in 2007 to provide the security services at the inner ports of Incheon Port and the security screening services at the Incheon Port international terminals. However, in 2008 two companies operating the private-funded piers were commissioned to provide the security services for the outer ports of Incheon Port. While the regular employees and workers with a contract of unlimited duration were assigned for the security operation of the inner ports and terminals, fixed-term contract workers were used for the security task of the outer ports.

144 security guards are necessary to do the security work to cover the 14 outer ports, but the number currently reaches only 116 as workers quitting jobs are more than new recruits. The average length of service duration is only 8 months, and 58 security guards which are a half of the total security guards have less than 6 months in service. Every year, more than 100 security guards on average quit their jobs; 104 in 2015, 134 in 2016, 105 in 2017, and 100 as of September this year.

Last year, the Job Regularization Deliberation Committee decided to exclude these security guards from the target workers to be converted into the regular workers. The union lamented the situation that "The poor treatment couple with the insecurity of employment and the exclusion from the job regularization process only brings about the wage cuts."

Incheon Port Security adopted a 52-hour work week(including 12 hours of extended work) commencing from July this year and unilaterally changed the work shift system from the three-team two-shift system to the four-team three-shift system without the increase of manpower. The union demanded 23 more workers for the inner ports and 33 more for the outer ports which were rejected by the company. As a result of reduced work hours, the wages of security guards declined by 20 percent on average.

The union plans to organize a rally in front of Incheon Port Authority in early November to call for the preservation of reduced wages, change of the work shift system and the employment stability of irregular workers.
