The effects of technological advancement have brought changes to all industries almost without exception. The technological advancement and the subsequent industrial changes under the name of the 4th Industrial Revolution are hard to judge its speed. A new chapter is also opening in the public transport market under the pretext of new industry, shared economy or rideshares. It is a carpool application industry through the use of smartphone applications led by Kakao Mobility. Kakao Mobility is determined to foster favorable public responses with cheaper tariffs than taxi fares. The taxi industry gets worried about their livelihood by the emerging carpool application industry. The taxi industry raises voices to "halt the carpool application business plan using privately owned cars, as the carpooling is an illicit business activity penetrating the loopholes of the Passenger Transport Service Act under the name of shared economy which threatens the right to livelihood of 300,000 people and 1 million family members in the taxi industry."
