The Employment and Labor Administration Reform Committee which is an advisory body to the Employment and Labor Minister made a recommendation that the Ministry of Employment and Labor should retract its order issued during the former Park Geun-hye administration that stripped the Korean Teachers and Education Workers' Union(KTU) of its legal status or that the related Article of the Decree of the Trade Union and Labor Relations Adjustment Act which was a legal basis to issue the order to outlaw the KTU should be deleted. The recommendation also includes that the Ministry should issue an order to Hyundai Motor and Kia Motors to directly employ illegally used dispatched workers in compliance with the court ruling.

The committee which had been launched in November last year concluded its research work on July 31 with the submission of a recommendation on 15 tasks in 5 areas of labor administration, labor inspection, labor relations, occupational safety and health, and prevention of power intervention and external pressure, and the committee reported the recommendation to the Employment and Labor Minister on August 1.
