The Economic, Social and Labor Council(ESLC), a redesigned social dialogue body in Korea, shows a sign of resuming its activity which had been dormant without any business in the aftermath of the Minimum Wage Act revision. The ESLC decided to launch four agenda committees within this month, namely, the Social Safety Net Improvement Committee, the Digitization(the Fourth Industrial Revolution) and Future of Labor Committee, the Occupational Safety and Health Committee for Safe Workplaces, and the Labor Relations Development Law, System and Practice Improvement Committee.

It is expected that the social dialogue which had been bogged down for over a month will become brisk again by the time when the Federation of Korean Trade Union(FKTU) returns to the dialogue table. However, concerns were raised that it would not be a complete form of social dialogue, because the Korean Confederation of Trade Unions(KCTU) has yet to make clear its position on the participation in the social dialogue.

According to the ESLC on Jul. 8, the Social Safety Net Improvement Committee will get to work on Jul. 12. The Committee will be composed of about 18 members representing workers, employers, the government, public interests, unorganized and vulnerable groups of workers. The contents discussed in the preparatory committee for the improvement of social safety nets in April this year, it is anticipated that the Social Safety Net Improvement Committee would discuss the followings in a broad sense: △ the improvement of social insurance system(the expansion of beneficiaries and coverage), △ the establishment of sustainable social security system(premium imposition system and financial resources), and △ the establishment of social service infrastructure.

The government has selected the strengthening of social safety nets and the ratification of core ILO conventions as key agendas to build a society where labor is respected.
