The Moon Jae-in administration has pledged to halve the fatalities of industrial accidents by 2022, but the reality seems to be moving backwards. Last year, the fatalities of industrial accidents had recorded 1,957 deaths, increased by 10.1 percent(180 deaths) compared to 2016.

Further looking into the statistics of the fatal accidents, it is found that the fatalities caused by the vocational diseases are more than those caused by the industrial accidents. Last year, the number of deaths caused by the work-related accidents has decreased to 964 deaths, down by 0.5 percent(5 deaths) but deaths caused by the work-related diseases have increased to 993, up 22.9 percent(185 deaths). Such trend continues this year. In the first quarter, the fatalities of work-related accidents were 258 deaths, down by 2.3 percent, whereas fatalities caused by work-related diseases were 279 deaths, up by 24 percent.

The reason that the fatalities of vocational diseases outnumbered those of industrial accidents was to a large extent affected by the changes in the industrial accident compensation system. The lowered recognition threshold for the brain cardiovascular diseases, for example, can be explained as the reason to have increased the fatalities of work-related diseases. However, criticism runs high at the workplaces for the fact that the vocational disease prevention system does not work properly and thus it is unable to reduce the fatalities of work-related diseases.

The special health diagnosis which can be the first gateway to the vocational disease prevention and diagnosis is particularly pointed out that it does not play a desired role. The general health diagnosis rate that workers are required to undergo the medical check-up reaches 87.1 percent, whereas according to a research carried out last year by the Occupational Safety and Health Research Institute, the special health diagnosis rate for workers remains a meager 7 percent.
