Korea Electric Power Corporation(KEPCO) is accused of contract favoritism awarded to a company established by KEPCO retirees, which assured many billion won of profits per year. KEPCO is also called for the direct operation of power plants on the islands where electric power grid is not connected.

Rep. Kim Jong-hoon of the minor opposition Minjung Party and the Korea Power Plant Industry Union jointly held a press briefing on Feb.7, calling on KEPCO to "halt the favoritism of a single source contract awarded to KEPCO retirees and directly operate the power plants built on isolated islands and employ irregular plant workers."

JBC(JW Business Company) is a company established by an association of KEPCO retired employees. From 1996 up to now, JBC has been running power plants built on the islands whose project was contracted out by KEPCO. JBC is currently operating power plants on 65 islands across the country including Baengnyeongdo Island and Ulleungdo Island. The number of employees is about 530.
