Due to the continuing extreme cold weather conditions this winter, outdoor workers have become increasingly susceptible to injuries from frostbite or illnesses like hypothermia. However, there are no legally binding regulations or measures for the safety of outdoor workers during the harsh winters. Whereas, according to the ministerial regulations concerning the occupational safety and health standards, during the heat waves employers are obliged to provide outdoor workers with recess time and facilities.
An official from the Ministry of Employment and Labor said that "the ministry is currently preparing to come up with a guideline for outdoor workers during the period of extreme cold by the end of this winter at the latest, after reviewing the cases of other countries."
