Shouts filled the entrance of Sora Square of the Cheonggyecheon Stream of Seoul calling on the government to "repeal the illegal status of the Korean Teachers an Educational Workers Union(KTU)" on the afternoon of December 15 hit by a cold wave. 3,500 KTU members across the country assembled to attend a national teachers' resolution rally in Seoul, after they had applied for the annual leave en masse. It was the first time for KTU to organize a collective action to call on the Moon Jae-in administration to repeal the KTU's illegal status, performance-based pay and teacher performance appraisal system. Organized applications for annual leave en masse by teachers who are not allowed to act collectively can be seen as a kind of strike action.
