The labor circle's insistence that the central government should be set to take the lead in stopping the downsizing of the mid-sized shipbuilders and coming up with the recovery measures is gaining the support of the local governments as well.

The South Gyeongsang Provincial Chapter Union of the Korean Metal Workers Union and the Gyeongnam Countermeasures Committee on the Security of Workers' Livelihood and Survival of Shipbuilding Industry jointly held a press briefing on November 27 at the South Gyeongsang Provincial Government Building in Changwon City and called on the government "to come up with the policies for the recovery of ailing mid-sized shipbuilders to help the workers and revive the local economy".

President Moon Jae-in made an election pledge to establish a financial institution tentatively named the Korea Marine Engineering and Shipbuilding Financial Corporation to help the mid-sized shipbuilders secure the refund guarantee(RG), which was also listed on the 100 policy tasks of the new government's five-year road map. While waiting for the implementation of the government policy, the mid-sized shipbuilders are mired at the crossroads to survival.

STX Offshore & Shipbuilding is currently in a situation to reduce the fixed costs by 30 percent as a precondition in order to receive the refund guarantee. The company began the early retirement program. If the applicants for the early retirement are not enough, the company plans to implement the unpaid leave program.

Due diligence was recently conducted on the assets of Sungdong Shipbuilding & Marine Engineering by its creditors and it was found that the liquidation value of 700 billion won was higher than the going concern value of 500 billion won. Sungdong Shipbuilding & Marine Engineering failed to secure any new order and about 90 percent of workers have been on leave since July this year and it is virtually closed down. The Tongyeong city government submitted petitions to the Financial Services Commission, Ministry of Strategy and Finance, Ministry of Trade, Industry and Energy, Ministry of Employment and Labor, and Export-Import Bank of Korea to provide Sungdong Shipbuilding & Marine Engineering with the survival measures. The South Gyeongsang provincial government also unveiled its position to "actively engage in the preparation for the measures of the company's normalization".

Those participated in the press briefing expressed their disappointment on that "the new government is yet to come up with the recovery measures of the shipyards" and called on the government "to expedite the recovery policies for the mid-sized shipbuilders in terms of the competitiveness of the industry and with focus on the regional economy and employment stability".

The South Gyeongsang Provincial Chapter Union of the Korean Metal Workers Union and workers of the mid-sized shipyards plan to organize sit-in protests in front of the National Assembly and the Government Complex-Seoul from next month.
