Park Dae-seong, union head of the Incheon International Airport Zone Union Local of the Korean Public Service and Transport Workers Union(KPTU) appealed to the regular workers for their solidarity support in the implementation process of the government initiative on 'zero irregular jobs policy' in the public sector, saying that "the Incheon International Airport Corporation which is the first workplace (that President Moon Jae-in visited immediately after his inauguration in May this year) for the 'zero irregular jobs' in the public sector is yet to see the fruits of solidarity. We are not expecting the same level of wages and positions of regular workers, but we are demanding the creation of a better workplace to improve the unstable employment and poor treatment for the irregular workers which has continued over the past 10 years. We are only wishing that regular workers come forward to act on the 'zero irregular jobs' project to create good jobs so that the value of labor is duly recognized."

The Korean Public Service and Transport Workers Union(KPTU) held a press briefing at the headquarters of the Korean Confederation of Trade Unions(KCTU) and unveiled its stance that "the success of the conversion of irregular jobs to regular positions depends on both the unity of irregular workers and the solidarity support of regular workers, and it is also critical for regular and irregular workers to join hands together to clean out the labor market smeared with irregular jobs after the Asian Financial Crisis in 1987."

According to KPTU, it appeared in recent that regular workers of some public institutions raised voices opposing the conversion of irregular jobs to permanent positions. Kim Ae-ran, KPTU General Secretary said that "even though the friction between regular and irregular workers was caused by the faulty policy implementation of the government, it is not right for regular workers to stand in the way to turn irregular jobs into permanent positions."

There are some good cases. The Korea Gas Corporation(Kogas) Union Local supported irregular workers to organize themselves and some 900 out of 1,200 irregular workers joined the Kogas Irregular Workers Union Local, and regular union members recently contributed 20,000 won(US$ 18) each for the irregular workers' solidarity fund.

The Seoul National University Hospital converted the open-ended contract workers to regular positions numbered 239 workers in 2007, 200 in 2008, 100 in 2013 and 76 in 2016, thanks to the fruits of regular workers' struggle.

KPTU called on the government to "allocate an appropriate budget for the improvement of irregular workers' conditions and expand the fixed number for the job regularization in order to eliminate the unnecessary concerns of regular workers."
