At dawn on November 16, a street cleaner aged in his 50s in Gwangju City was crushed to death by the reversing garbage truck.  Sanitation workers go to work at 4 to 5 before dawn and they are exposed to repeated accident injuries and deaths, crushed by the reversing garbage truck or falling from the moving vehicle or hit by neglectful passing motorists, remaining far from any measures for the improvement of their working conditions. 

A manager in the garbage collection industry said that "At dawn the truck driver cannot spot the objects and workers properly due to the darkness," and "It may be a better alternative to let them work during the day time or to supplement an additional worker for hand signals to address the safety problem." 

A sanitation worker in Gwangju City said that "As the labor intensity  and work concentration level of sanitation workers are high, it is not easy for them to feel a sense of imminent danger by passing or reversing vehicles," and "It is therefore necessary to prepare a working condition for sanitation workers to avoid the accidents."

The Gwangju Workers' Health Center which conducted a survey  in 2014 on the health conditions of sanitation workers in Gwangju City made a recommendation that it is essential to abolish the dawn work in order to prevent the traffic accidents of sanitation workers, with the improved measures of regular safety education programs and direct employment of subcontract sanitation workers.
