In recent, as the intensity of partial strikes organized by the GM Korea Changwon Plant Irregular Workers Union Local of the Korean Metal Workers' Union grew, GM Korea began to deploy their regular employees in the management tasks as the replacement work force for the irregular subcontract workers on strike.

GM Korea planned to deploy the replacement workers commencing from November 9, after posting a notice at the plant that it will deploy its regular workers in the vehicle-body installation process, but it was delayed to the next day due to the strong resistance from the union local. A union local official said in a telephone interview with the Korea Daily Labor News on November 14 , "Even today, the company deployed 20 to 30 regular workers in the vehicle-body and engine installation processes, following the schedule of partial and designated strikes of irregular workers." He continued to say that "When workers return to the assembly lines after their participation in partial or designated strikes, they find themselves working with the regular workers side by side on the assembly lines," and "This proves that GM Korea is the employer of both regular workers and irregular subcontract workers."

An insourcing plan which GM Korea unveiled at the end of last month to assign regular workers in the tasks having been conducted by the subcontract workers sparked off the recent labor conflict. There are about 700 irregular subcontract workers working at the GM Korea Changwon Plant. GM Korea takes a stand that it will ensure the jobs for 450 subcontract workers who have worked for more than two years, whereas the union local demands the job security for all irregular workers including the workers of short-term employment contracts.
