President Moon Jae-in expressed his hope that the social dialogue shall proceed without being deterred by the form of dialogue. It seems that his remark sent a green signal to an eight-party meeting between government, labor and employers proposed by the Federation of Korean Trade Unions(FKTU). However, he supported the social dialogue through the Economic and Social Development Commission(ESDC), with mentioning "together with the Economic and Social Development Commission" in his speech.

This was unveiled in a meeting invited by President Moon for representatives of the labor circle at the Blue House on October 24. FKTU accepted the invitation with the participation of FKTU President Kim Ju-young, Standing Vice-President Park Dae-soo, General Secretary Lee Sung-gyung along with other union leaders such as Yoon Young-in(local president of Hands Six & Goam Ace Hwaseong Regional Union Chapter), Kim Young-sook(local president of National Assembly Cleaning Service Workers Union), Hur Jeong-woo(local president of SK Hynix Icheon Union), Ryu Geun-joong(president of the Korean Automobile and Transport Workers' Federation), Hur Gweon(president of the Korean Financial Industry Union). In the meantime, at the 11th hour, the Korean Confederation of Trade Unions(KCTU) officially announced that it will not participate in the meeting, leaving Ahn Byung-ho, president of the Film Industry Workers Union which is an affiliate to the KCTU, as the KCTU's sole participant. Kim Min-soo, president of the Youth Community Union and Kim Joon, president of the Social Welfare Workers Union whose unions are not belonging to any umbrella organizations participated in the meeting as well.

The invitation event started with a closed door session between President Moon Jae-in and labor leaders at the reception hall of the main building, followed by a dinner for the participants. Park Soo-hyun, presidential spokesperson, said in a briefing after the event that "FKTU President Kim Ju-young said in the closed session that 'I understand President Moon accepted the purpose of an eight-party meeting proposed by the Federation of Korean Trade Unions(FKTU) to restore the social dialogue," and "He expressed his expectation that FKTU will contribute to the solution of various problems lying before us without limiting labor but extending its role to the issues of housing, education and social safety nets through the social dialogue'." "In response to FKTU's statement, President Moon shared the necessity to restore the social dialogue proposed by the FKTU and positively replied, saying that 'I am looking forward the social dialogue proceeding, without being deterred by the form of dialogue, for example through the representatives' meeting between government, labor and employers, together with the Economic and Social Development Commission(ESDC)'. " While President Moon expressed his regret for KCTU's absence, he said that 'I am looking forward another opportunity to be prepared for KCTU to join in the meeting'."

FKTU President Kim Ju-young stressed that "Most of all, working hours should be cut through the measures that holiday work should be included in the extended work and the special categories of vocations should be reduced. And the National Assembly should be in the forefront." President Moon said that "It is the most appropriate way to reduce the working hours through the legislation by the National Assembly, but if not possible, there would be alternative ways such as the rulings of the Supreme Court or the rectification of administrative interpretations. And the reduction of working hours will lead to the problem solutions of the work-family balance, low birth rate and aging society."

An official of the Blue House said that "President Moon has maintained a positive stance toward the FKTU proposals for an eight-party meeting and President Moon chairing the first plenary meeting of the Economic and Social Development Commission for the sake of the normal operation of the tripartite commission," and explained that "The representatives' meeting between government, labor and employers was meant to suggest a way among various frames of dialogues to think of."

According to Presidential Spokesperson Park Soo-hyun, "during dinner, President Moon Jae-in was very attentive to the various opinions of the participants." While highlighting "the necessity of joint efforts of the government, labor and employers and the social dialogue to realize a society where labor is respected", President Moon asked the participants to "work together with the government".

President Moon said in his greeting remarks at the dinner, "I was a bit cautious when a meeting with the labor circle was not realized as early as I had expected, but it is my regret that not all of the labor circle have attended together." As President Moon had meetings with top business groups invited to the Blue House on July 27 and 28, he expressed his apology for being late in the invitation extended to the labor circle.

President Moon pointed out that "During the past ten years (under the conservative administrations), labor was excluded and not recognized as a partner in the state affairs, as labor policies were unilaterally pursued by the government," "As a result, the unionization rate fell, the quality of workers' life deteriorated and the economic inequality widened." President Moon stressed that "It is the most urgent task to restore the relationship between the government and labor through the recognition of the labor circle as a partner in the state affairs."
