President Moon Jae-in will invite union chiefs of both trade union apex organizations of the Federation of Korean Trade Unions(FKTU) and Korean Confederation of Trade Unions(KCTU) to the Blue Hous(Cheng Wa Dae) on October 24. It is the first time for the KCTU to accept the invitation from the Blue House since the participatory government of former President Roh Moo-hyun(2003-2008). The Blue House may also respond to an 8-party meeting for the social dialogue proposed by the FKTU. The meeting attracts interests whether it would kick-start the social dialogue included in "the five-year job creation policy roadmap" which was unveiled by the government on October 18.

According to the Ministry of Employment and Labor(MOEL) and the labor circles on October 22, President Moon Jae-in will meet with FKTU President Kim Ju-young and KCTU Acting Presidnent Choi Jong-jin at 5:30 p.m. on October 24. Employment and Labor Minister Kim Young-joo and the Economic and Social Development Commission(ESDC) Chairman Moon Sung-hyun also attend the meeting. Opinions and views from the labor will be heard in the meeting, followed by dinner.

In recent, the government has successfully gone through the public debate and consensus building process over a social conflict agenda in relation to the construction of Shin Kori 5 and 6 nuclear reactors. The meeting appears to be a gathering for the Blue House to ask the cooperation from the labor that is a crucial actor in the consensus building process, as the government plans to establish "the basic plan for a society respecting labor" as promised in the five-year job creation policy roadmap by the latter half of next year. The Blue House proposed "a dinner" to the labor in the beginning, but both trade union national centers asked "a meeting before the dinner" which was accepted by the Blue House.

On September 26, FKTU proposed an eight-party meeting in the presence of President Moon Jae-in where FKTU, KCTU and Korea Chamber of Commerce and Industry(KCCI), Korea Employers Federation(KEF), Ministry of Employment and Labor(MOEL), Ministry of Strategy and Finance(MOSF), and Economic and Social Development Commission(ESDC) are attending. In a given situation that the ESDC, a tripartite body, currently does not win any trust from the labor, the eight-party meeting was proposed to make an opportunity to restore the trust and to engage in the social dialogue, dubbed as the "social dialogue kick-off" by the FKTU.

KCTU has reportedly decided the acceptance of the invitation of the Blue House after the internal discussions of executives and the standing executive committee. KCTU takes caution if the acceptance of the invitation could be interpreted as a move to return to the social dialogue, since KCTU has taken a negative stance towards the social dialogue. In the end of this year, KCTU is scheduled to hold important elections including a direct election for the leadership.

A KCTU official said that "The decision to participate in the event invited by the Blue House is not related to the social dialogue agenda," "There would be no reason for the labor not to meet with the Blue House, as the Blue House meets with the business circle as well."

KCTU plans to reiterate five demands △ to guarantee the basic labor rights for irregular workers in the specialized employment and indirect employment including the revision of the Article 2 of the Trade Union and Labor Relations Adjustment Act and the regularization of permanent and continuous jobs, △ to retract the provisional seizures for compensation damages and to abolish the bargaining representative union channel, △ to repeal the court rulings that do not recognize the Korean Teachers and Education Workers Union(KTU) and the Korean Government Employees Union(KGEU) as trade unions, and to reinstate the dismissed employees in the public sector △ to improve the system through the elimination of long working hours, and △ to ratify ILO core conventions including the convention on the freedom of association, which were put forward on September 28 as the conditions to restore the trust between the labor and government.
