The Federation of Korean Trade Unions(FKTU) proposed a new form of the social dialogue institution, an 8-way talk with the participation of President Moon Jae-in. The new social dialogue institution will comprise President Moon and seven top leaders from the Federation of Korean Trade Unions(FKTU), Korean Confederation of Trade Unions(KCTU), Korea Chamber of Commerce and Industry(KCCI), Korea Employers Federation(KEF), Ministry of Employment and Labor, Ministry of Strategy and Finance, and Economic and Social Development Commission(ESDC). This proposal is anticipated to trigger debates surrounding the social dialogue due to the different opinions of stakeholders.

In his proposal to the 8-way talk for the social dialogue, FKTU President Kim Ju-young said, "It is essential to build a trust between government and social partners in order to resuscitate the social dialogue. Therefore, I would like to invite President Moon to the new social dialogue institution as a mediator based on reasons and an implementation guarantor."

FKTU proposal contains three steps to advance the social dialogue: Step one is to form an 8-way meeting. Step two is to strengthen the trust between the partners through the consensus building on the less contentious agendas that they can agree and implement. Step three which is the last step is to adopt a joint tripartite declaration for the grand transition of the Korean society by April 2019.
