Moon Sung-hyun, Chairman of the Economic and Social Development Commission(ESDC) unveiled his plan that the ESDC will be expanded and reorganized to take on the role of a control tower to comprehensively deal with the economic and social agendas related to labor by February next year. The time schedule was released at a press briefing held at the ESCD head office in Government Complex-Seoul on September 19.

ESDC Chairman Moon explained the reason behind that he set the time schedule by February next year that will be time around to get to know the organizational decisions of the two national trade union organizations of the Federation of Korean Trade Unions(FKTU) and Korean Confederation of Trade Unions(KCTU) to participate in the social dialogue body. He said that "despite the urgency of social dialogue, we have to respect the KCTU's organizational deliberation and resolution process pertaining to its participation in the ESDC". He added that "he is waiting for the KCTU's official decision through a resolution adopted by the decision-making body, since he understands that in recent within the KCTU some units feel the necessity of social dialogue". "As in February next year, KCTU would finish the leadership election and congress, it is anticipated that KCTU may return to the social dialogue table, which will be also a good timing that FKTU may join as well".

The Economic and Social Development Commission seems to be open, but without desired activities, due to the withdrawal of FKTU and KCTU from it. KCTU has never come back to the social dialogue body since it left in 1999. FKTU walked out of the tripartite body in protest of the enforced implementation of two administrative guidelines on general dismissals and employment contracts in January 2016. FKTU still remains hesitant over returning to the social dialogue table, because it has bitter experiences from the aftermaths of social compacts that FKTU agreed in the past.

"Before their withdrawal from the tripartite body in 1999, KCTU had endeavored on raising the problems concerning how to run a proper social dialogue institution. On the other hand, FKTU had never lost its hope for the dialogue and negotiation mechanism at the national level, even in the situation of a tilted playing field against labor. The problems raised and efforts made by both FKTU and KCTU, if combined, will significantly contribute to the establishment of a renew ed social dialogue body in good faith.", ESDC Chairman Moon said.

He concluded his press briefing in hoping that "the new ESDC will deal with the labor relations as a matter of course and also extend the scope of its coverage to a comprehensive range of economic and social agendas related to labor so that which it can assume the role as a control tower".
