Moon Jae-in administration plans to pursue the tripartite social dialogue with a goal set to formulate a basic plan to build a labor respecting society next year. In order to do so, within this year the new government will begin with repealing the two controversial guidelines on general dismissals and rules of employment which labor circle has been opposing. The government plans to improve the correction order issued by the Ministry of Employment and Labor when the collective agreements are found to have the clauses which are irrational in the eyes of the public and do not comply with the legal provisions.

The State Affairs Planning Advisory Committee, a de facto transition team of the Moon Jae-in administration which was inaugurated on May 10 without a transition period, just one day after the snap election on May 9, due to the removal of former President Park Geun-hye from office, made a presentation on the state affairs tasks in the presence of President Moon Jae-in at the presidential office on July 19.

"The five-year plans for state affairs announced today will be a blue print and compass toward a new Korea," said President Moon. President Moon also promised that he will make a report to the people on the progress of the state affairs tasks at the end of every year.

The State Affairs Planning Advisory Committee set the vision of the Moon Jae-in administration to build a "people's country, a just Korea". In order to achieve the vision, the Committee presented five major goals, 20 strategies and 100 tasks(further divided into 487 action plans). Regarding the tasks related to labor, the agenda spans to almost all areas of state affairs such as jobs, welfare and labor respecting including the income-led growth.

The Moon administration, above all, will formulate a basic plan on labor respecting society next year through the tripartite social dialogue. The basic plan aims to protect the labor rights of vulnerable workers and to improve the laws and institutions of labor relations in accordance with the changes of the time driven by the various forms of employment. The government also seeks to ratify the ILO core conventions regarding the forced labor(Convention No.29), abolition of forced labor(Convention No.105), freedom of association and protection of the right to organize(Convention No.87), and right to organize and collective bargaining(Convention No.98).

The worker representation system to the board of directors will be implemented in the public institutions from next year and the public institutions will play a leading role in switching precarious workers to regular workers and resolving the discrimination at work to alleviate the bi-polarization of labor market and to create more quality jobs.
