The Korean Teachers and Education Workers Union(KTU) started its concentration action to call for the restoration of its legal status, recognition of full-time union officers and reinstatement of dismissed teachers.

The KTU sent official requests on March 13 to the Ministry of Education and Ministry of Employment and Labor to reinstate 33 dismissed teachers and withdraw the government decision which outlawed the teachers' union and subsequently removed its legal rights as a trade union.
